Issue: Under some circumstances, the color bar appears to be missing in Paint. Under the View menu, the color bar (or toolbar) is checked. Removing and replacing the check mark does not resolve the issue. Deleting and reinstalling Paint from Add\Remove Programs does not resolve this issue. A basic explanation is that both bars can be moved off the screen. If they do disappear from view they may be hard to find. The bars can be restored by changing the application's registry information or by increasing the screen resolution.Resolution:
Increase the resolution and move the bar back to the proper place in Paint. However, this will not work if the resolution is already maxed out.

Make sure Paint is shut down. Run Regedit and work down through these sequential layers until you can change the floating value of the bars.

Bar4 is for the tool bar.It seems that if both bars are missing, then you must set both General-Bars 3 and 4 floating values to zero. Otherwise, the color bar sits on top of the tool bar.
