Layout Does Not Report Correct Memory Available -- Windows Platform

Problem: Layout does not report correct information on memory available in the system.

This is a Windows problem. Applications are supposed to query a specific routine in the OS for RAM available, and there is a bug in that routine. No fix is available at this point.
