Time of start of observation.

This time refers to the start of the integration time of the camera., "START_TIME".

The understood formats are : :

yyyy-mm-ddThh.nn.ss
- yyyy = year
- mm = month
- dd = day
- hh = hour
- nn = minute
- ss = seconde
- Example 1994-02-26T21.57.40 for the february 26th 1994 at 21h 57 min and 40 s
