THE EMPLOYMENT AND TRAINING INSTITUTE
UNIVERSITY OF WISCONSIN - MILWAUKEE
The Employment and Training Institute, created in 1978, focuses
on the employment and education needs of low-income and unemployed
workers in Wisconsin through:
- applied research
- program and policy development
- technical assistance.
The Institute works with local and state governments, community
organizations and national agencies to generate research and policy
papers on interrelationships between employment training programs,
labor market trends, educational programs and welfare policies.
Recent projects include:
- Job openings Surveys
:surveying employers in the Milwaukee metropolitan area to determine
the number and type of full-time and part-time job openings, pay
rates, worksite location and education and skills required.
Milwaukee is the only large city in the nation regularly studying
job openings to address issues of skill and spatial mismatch and
to improve technical training offered by the Private Industry
Council of Milwaukee and the Milwaukee Area Technical College.
- Worker Surveys
:surveying central city workers and their families to identify
needs and skills of unemployed and underemployed workers, barriers
to employment and training needs of workers. These annual surveys
are supported by the City of Milwaukee, Milwaukee Public Schools
and other government partners to increase employment of central
city residents
- School to Work Surveys
:assisting high school and middle school students, teachers and
counselors in career and educational planning. The Institute prepares
school-to-work booklets for students and their families on labor
market issues and career planning.
- Wisconsin Welfare Reform Evaluation
:evaluating Wisconsin welfare employment programs and initiatives.
The Institute analyzed the implementation and impact of welfare
employment programs in thirty-one Wisconsin counties, evaluated
Wisconsin's Learnfare program, and prepares policy papers on integrating
Milwaukee County welfare populations into the labor force.
- Labor Market Surveys
:providing on-site technical assistance and access to labor market
data for employment and training providers, schools, and local
and state governments. Policy papers detail the demographics of
low-income working families and welfare populations expected to
work, and identify the strengths and availability of the central
city labor force.
