Legal Situation: Prostitution is legal. When the "First Congress of Prostitutes" was held in Rio in the eighties, it had the backing of the Ministry of Culture and of the Secretary of Culture of the State of Rio de Janeiro. Pimping and trading in women is illegal. Maintaining a "place for sexual liasons" is technically illegal, but the law is not enforced.

Prostitution is ubiquitous, both in rural areas and in the cities. There are street prostitutes, women working out of bars and hotels, massage parlors, mixed saunas and escort services. Many of the encounters take place in so called "motels", which are nothing but "places for sexual liasons" and usually payed for by the hour.
