Welcome to the Department of Water Resources, Division of Planning

To help California meet its future water needs, the Division of Planning develops management strategies and plans projects for the wise use and sound management of California's water resources. The division collects and analyzes information about statewide surface and ground water use, population, and land use; estimates future water demands and supplies in the state's major hydrologic regions; and identifies potential means of meeting future needs. This information is used to update the California Water Plan, a guide for water management activities throughout the state. Because interstate and federal-state water resource issues affect California's water supply and use, the Division of Planning also develops the state's position regarding these issues.

As part of its long-term planning efforts, the division also conducts investigations and plans projects to increase State Water Project supply and conveyance capability; these projects also provide flood control, recreation, fish and wildlife habitat conservation, and, in many cases, energy benefits. The division also plans projects aimed at protecting islands and fisheries in the Sacramento-San Joaquin Delta by improving flow conditions, levees, channels, and navigation in the Delta. Staff members working on Delta issues coordinate their activities with the State Water Resources Control Board and federal regulatory agencies to assure that the State Water Project and Central Valley Project meet high standards for water quality in the Delta.

One of the most important tools for assessing water supply conditions and estimating future supply and demand is computer modeling. The Division of Planning develops and employs computer models in analyzing State Water Project and Central Valley Project operations, hydrodynamics in the Sacramento-San Joaquin Delta, causes of water quality changes in the San Francisco Bay-Delta estuary, Central Valley land use and agricultural output, and the economic effects of changing water use and supply patterns.
