WSRD is a software reuse library and reuse informatIon exchange available to software developers in government, industry and education. ASSET is sponsored by ARPA's STARS (Software Technology for Adaptable, Reliable Systems) Program to serve as a national resource for the advancement of software reuse across the DoD. The WSRD Library, operated jointly by Loral Federal Systems and SAIC, Inc. and located in Morgantown, WV, is available to Internet and dial-in users allowing world-wide access to reusable software assets. ASSET's goals are to create a focal point for software reuse information exchange, to advance the technology of software reuse processes and to provide an electronic marketplace for reusable software products , and stimulate a national software reuse industry. To achieve these goals, ASSET operates the ASSET Worldwide Software Resources Discovery (WSRD) library, provides advertising space over the Internet, and operates bulletin boards and Newsgroup services. ASSET also has an anonymous FTP site with information about our products and services.
The WSRD library contains documents, software components, information listings, vendor advertisements, and a central location for reuse information. The documents include information on software reuse, software reuse in software engineering, Computer Aided Acquisition and Logistics (CALS) standards and documents, and reuse libraries. The software components are of various sizes, ranging from individual packages and modules to complete tools. Most of the reusable assets in the library are available for public distribution, although a few assets have not yet been authorized for distribution beyond government agencies and their contractors.

Reuse library interoperability with AdaIc (Ada Information Clearinghouse), CARDS (Comprehensive Approach for Reusable Defense Software) and DSRS (Defense Software Repository System) allows ASSET subscribers access to selected products stored in these libraries.
The ASSET staff is trained to provide assistance and support to software reusers and suppliers of reusable software. In addition, ASSET maintains a FAQ (Frequently Asked Questions) file to help users learn more about our services. ASSET services are available without charge to all software practitioners with approved accounts .
